El Túnel - Judicial Reform in Mexico
Layda Negrete & Roberto Hernandez,
Professors of Law, CIDE, Mexico
Overview of the Mexican criminal justice system, the
steps from arrest to resolution. Segments of the documenary
will be screened with discussion of proposed
reforms.
Layda is a PhD student in Public Policy at UC Berkeley.
She taught law at CIDE, a leading university in Mexico,
where she developed the law program ranked 5th in
the Country according to El Universal. Layda is a pioneer
in the fi eld of empirical research on legal institutions
in Mexico.
A law professor at CIDE, Roberto Hernandez has performed
statistical research on Mexico’s criminal court
system, and is a frequent commentator for CNN news
in Spanish and local radio stations.
Roberto and Layda co-authored a short documentary
titled El Túnel (The Tunnel), a grim portrait of Mexico’s
penal system and an effort to educate the public
about options for reform. El Túnel made the front
page of El Universal, a nationwide daily, in July 2005.
And CNN’s Carmen Aristegui devoted a full 30-minute
prime time program to discuss the film.
Theories of Liability
Craig Hum, Deputy District Attorney, Los Angeles County
Theories of liability include extending liability to individuals other than the actual, direct perpetrator of the crime through the use of aiding and abetting and conspiracy theory, and extending liability beyond the crime originally intended through the use of the natural and probable consequences doctrine and the provocative act theory of murder.
Craig W. Hum has Prosecuted more than 100 felony jury trials, including over 70 jury trials
for murder for the Los Angeles DA's office. Craig has handled high profile murder cases in the Major Crimes Division and the Hardcore Gang Prosecution Division. Craig has taught for and advised the California District Attorney's Association, and he has received a number of awards and certificates including recognition in California Lawyer Magazine's 1998 Lawyers of the Year.
